Loving brother of Betsy (Jim) Gels and the late Billy Lipps Jr. Beloved partner of Diane Oligee. He was preceded in death by his parents, William Walter Lipps Sr. and Elizabeth "Betty" (nee Rowan) Lipps. Stephen passed away Friday, June 29, 2018 at the age of 61.
